Dr. Tudor Chiuariu covers a wide range of expertise areas in law, politics and public policies, from practising law as a pleading attorney-at-law and arbitrator and, in these capacities, managing complex international and national disputes, to engaging in structural institutional reforms, in close link with international standards and organisations and to managing major investment programmes, both public and private.
He has proven, alongside a career of more than 18 years, leadership skills, including managing and motivating others to achieve organisation objectives, both in public and private environments.
Dr. Tudor Chiuariu has been a member of the Bar Association of Romania since 2000, the founding Partner of “Chiuariu & Associates” law firm and a practicing attorney with more than 18 years of experience. His expertise covers diverse areas of practice such as Litigation and Arbitration, International Commercial Law, Human Rights, Administrative Law, European Union Law and Sports Law. He pleads before International Courts and Tribunals, like the Court of Justice of European Union (CJEU), the European Court of Human Rights (ECHR), ICC International Court of Arbitration (ICC Paris) and the Court of Arbitration for Sport (CAS/TAS).
He was appointed and performed as a Chairman or Co-Arbitrator in dozens of domestic and international arbitrations, including arbitration held under the rules of International Chamber of Commerce – ICC Paris. He graduated from the ICC Advanced Arbitration Academy for Central and Eastern Europe (2015).
Tudor holds a PhD “Magna cum laude” in Law (2011) from the Law School of University “Al. I. Cuza”, Iaşi, Romania (the eldest Romanian University, established 1860), obtained with a doctoral thesis on “Procedural Safeguards Granted to the Accused in Criminal Proceedings under the European Convention on Human Rights” and was a Senior Postdoctoral Research Fellow (2014-2015) within the Faculty of Law University “Titu Maiorescu” Bucharest, Romania, with a thesis on ”Ius commune proceduralis within the European Union post-Lisbon. The evolution of the EU Member States’ judicial systems under the impact of Europeanisation”.
His latest published work is the book on „Controlul averilor, incompatibilitatilor si conflictelor de interese. Legislatie, doctrina, jurisprudenta” (”The Control on Wealth, Incompatibilities and Conflicts of Interests regarding the Public Officials. Legislation. Doctrine. Case law”), Editura Hamangiu, București, 2016.
