Short Presentation
Tudor is the founding partner of CAAL, and a former Minister of Justice and Senior Adviser to Prime-Minister.
In 2008 he was elected Member of Parliament – Chamber of Deputies, representing South Bacău, and he is a member of Legal Committee and European Affairs Committee.
Before stepping up in public office, he had an intensive practice as an attorney, especially in commercial, civil and administrative law.
He began his public career in January 2005 as State Secretary in the Prime-Minister’s Chancellery, and later on as Head of the Antifraud Department – DLAF, a governmental body in charge of controlling the use of EU funds, established in June 2005 at his initiative. The system he devised for the protection of EU’s financial interests is considered a model for the other candidate countries and Member States. In 2006, DLAF became the first national investigation body to conduct joint on-the-spot inspections with the European Anti-Fraud Office – OLAF.
In April 2007, Tudor Chiuariu was appointed Minister of Justice. His achievements in office include: drafting a new procedural criminal code, passing the law establishing the National Integrity Agency – ANI, amendment of the Citizenship Law, conclusion of a new Extradition Treaty with the United States, implementing the system of European liaison magistrates. One of his priorities was the improvement of the judges’ professional training, especially in EU Law. He initiated and concluded on behalf of the Romanian Government the agreement for accession to Academy of European Law – ERA.
Tudor Chiuariu has had a long time interest in European Affairs as an academic, being a lecturer in EU case-law, institutional law and public policies. He is a frequent speaker at international conferences and publishes regularly on the jurisprudence of the European Court of Justice – ECJ.
